This table from the 2007 FBI Crime Report shows that, nationally, smaller cities tend to do better at making arrests for reported violent crimes. At roughly 75,000 people, Alameda would be a Group III city, and nationally, Group III cities cleared 44.3% of reported violent crimes in 2007, compared to 41.8% for Group II cities (Population 100,000 to 249,999) and Group I cities from 500,000 to 999,999 residents (e.g. San Francisco) at 36.9% cleared by arrest.
