    Alameda citizens are paying much more than they realize to fund the Planning and Building Dept. move to the Carnegie.

    If one were paying attention to news articles in the last year, one would notice that the P&B folks have been working overtime on over 700 anonymous complaints – even needing to increase their staff by 300% to handle the onslaught. Citizens who have a complaint on file must pay quadruple fees for permits. Given the reports of property owners, this fine is assessed based on the personal feelings that staff in the Building Dept. have toward the individual property owner.

    So, gin up a few hundred complaints, intimidate a few hundred citizens, and the money rolls in. Ask the realtor community, ask a general contractor, ask any property owner whos civil rights have been violated – they have the real story…that Planning and Building is hiding behind health and safety buzz words but their function is really to stem the tide of the City’s budget problems.

    Planning & Building is a self-funded profit center separate from the general fund so less oversight on the cash flow. And, surprise, surprise, they had enough money to take over the Carnegie. The irony is that they got the money from the owners of older homes in Alameda, the property owners who are most likely to appreciate the Alameda Museum being back in the Carnegie. Those that care about the museum being in the Carnegie are actually paying for the City to take it away from them. Pretty slick.

    And, has anyone noticed that Planning and Building staff have shiny flat screens in the office?
