We’re sure that City Officials in Albuquerque tried to assure their residents too that the proposed developments were “fiscally neutral.” When City of Alameda officials claim a development is “fiscally neutral” they are referring ONLY to the General Fund, and not to any redevelopment bonds issued by the Community Improvement Commission. The $700 Million subsidy that SunCal seeks would be funded by Community Improvement Commission redevelopment bonds.
