Here is the page from SunCal’s September 2008 Draft Master Infrastructure Budget document showing their estimates that it will require roughly $700 million in infrastructure upgrades to Alameda Point to support their project. SunCal has indicated they will seek redevelopment subsidies to pay for infrastructure.
