Horst Breuer Resigns Chair of Alameda Economic Development Commission

In a letter released to local media yesterday, the Chair of the Alameda Economic Development Commission, Horst Breuer, announced that he would resign his position as Chair of the Economic Development Commission in response to the dismissal of Interim City Manager Anne Marie Gallant.

Mr. Breuer ran for Alameda City Council in 2002 but did not secure a seat; last year, he announced that he would run for City Council again, but then dropped out of the race to support Beverly Johnson.

In his statement to the media, he characterized the dismissal of Gallant as “vengeance,” apparently for Gallant’s initiation of an investigation of Councilmember Lena Tam last year. Then-Councilmember Marie Gilmore provided support to Tam during the investigation. Breuer wrote:

To the citizens of Alameda. It is with great regret that I am resigning my position as the Chair of the Economic Development Commission. It has been a pleasure working with a professional City Staff and all the dedicated Commissioners. I cannot see clear to make recommendations to Mayor Gilmore and Council Members Tam and Bonta that base their decision making process solely on vengeance and personal feelings. How can you justify putting our Interim City Manager Anne Marie Galant on Administrative Leave prior to her contract ending in April of this year when she was the one that saved this city from bankruptcy. Their decision also shows no fiscal responsibility to the taxpayers of the city since we now have to pay our Interim City Manager while she is not working. It still remains to be seen if the actions of Mayor Gilmore and Council Members Tam and Bonta violated Section 2.2 of the City Charter and the Brown Act. Whatever the outcome, they have accomplished one thing, a great disservice to the citizens of Alameda.

Additionally, Breuer told Action Alameda News, “I can further say that letting our Interim City Manager go is by far the most unprofessional and stupidest decision that I have ever witnessed in my long standing career as an Executive Business Manager and almost ten years of volunteer work on three different Boards/Commissions for our city. In my estimation, Gilmore, Tam and Bonta will run this city into an abyss that we will pay hell to get out of.”

    A trifle embarrassing that Alameda is just another political Peyton Place. Is this the road these people think leads to public office? There’s discipline and there’s retaliation: one is unpleasant and the other unprincipled. Does anyone care about principles & ethical behavior? Was the Council-of-Three disciplining AMG & TH or retaliating against perceived wrong doings? Will we ever know? What is clear is the fiscal impact these actions will have on the city coffers. Would Ms Gilmore please explain her actions under the heading of Sunshine & Transparency? ps. A package of lifesavers should be placed @ Mr Bonta’s seat at the next CC meeting.
