City Council to Consider Ambulance Service Contract Tonight

Alameda City Council is set to vote tonight on a new contract between the city and Alameda County that will ensure that the Alameda Fire Department remains the only provider of Advanced Life Support (ALS) Ambulance and Paramedic services in Alameda until October 31, 2016.

According to the report provided to council by City Manager John Russo, “Negotiations for the new agreement focused on the need for the County to recognize the statutory rights of the City to provide the levels and types of pre-hospital emergency care now being furnished. This agreement contains the elements necessary to ensure that the City maintains the exclusive right to provide first responder advanced life support and ambulance transport services without a competitive bid process.” The new agreement maintains the city of Alameda as an exclusive operating area for the Alameda Fire Department to provide first responder services.

Mr. Russo’s report also states that the county has agreed that the City of Alameda may establish it’s own non-emergency ambulance transport service that would stand outside the new agreement, but would be subject to compliance with the Alameda County Emergency Medical Services Ambulance Ordinance.

The city has been negotiating with the county since July of this year for a new contract to replace the one that expired on June 30th. That contract was extended until the end of October.

The cost to fund the service from November of this year through June of 2012 is $582,418.42 and will be funded from the Alameda Fire Department’s budget. After that, it will be funded by a new tax on Alameda property which was approved by the Alameda County Local Agency Formation Commission on July 14, 2011.
