City to Appropriate $70,000 for the Inclusionary Housing Program

At the November 20th Alameda City Council meeting, council is expect to approve a $70,000 appropriation from the affordable housing fund to allocate to the Housing Authority to operate the city’s inclusionary housing program.

The inclusionary housing program was funded with so-called set-aside funds from the city’s redevelopment agency, until they were abolished last year.

Before redevelopment abolishment, redevelopment project areas covered so much of Alameda that all new residential development took place in such areas, and therefore the inclusionary program was limited to those areas. Now, the Housing Authority of the City of Alameda now oversees the inclusionary program throughout all of Alameda, including the former redevelopment project areas.

The coffers of the affordable housing fund are filled with money from commercial developers who choose to pay affordable housing fees in lieu of constructing affordable housing.

The $70,000 to be appropriated will be used during the current fiscal year, ending June 30th, 2013.

The City of Alameda Housing Authority operates affordable housing complexes in Alameda such as Anne B. Diament Plaza at Park Street and Otis Drive, and the China Clipper Plaza on the 400 block of Buena Vista Avenue.

The authority operates over 560 units throughout Alameda.
