Yesterday, the Alameda Unified School District (AUSD) announced that it had mad a new contract proposal to the Alameda Education Association, the bargaining unit representing teachers in the district.

The proposal would raise starting teacher salaries to the average of comparable school districts in Alameda County and increase overall teacher salaries by 2 percent.

It would also provide financial incentives for teachers that volunteer to participate in a two-year pilot program aimed to improve student achievement, called Professional Learning Communities (PLCs). The school district says that there is evidence that PLCs can help close the achievement gap.

Beginning teachers who join the pilot program could see an estimated increase in pay over the next two years of 6 percent, and other teachers could see a 3 percent increase.

All teachers that participate in the PLCs program would receive an annual $1,000 incentive for the next two years.

Citing uncertainties due to Governor Jerry Brown’s proposed changes to education funding, and due to a potential $13.6 million one-time revenue loss if the California Supreme Court upholds a ruling invalidating portions of a 2008 parcel tax, the district included a provision in the proposal to re-open salary negotiations again next January.

In his state of the State address yesterday, Governor Brown re-iterated his call for education funding reform.

In the past, the Alameda Education Association has directed this publication to its Facebook page for comment. As of press time, there were no updates pertaining to the contract proposal.
