Navy Releases Final Environmental Impact Report on Proposed Transfer of Land to Veterans Affairs

The federal departments of the Navy and Veterans Affairs have released a final environmental impact assessment and draft finding of no significant impact for the proposed transfer of land at Alameda Point from the Navy to Veterans Affairs to develop an outpatient clinic, national cemetery and offices.

Those who have been following the efforts to transfer the land to Veterans Affairs are no doubt familiar with the California Least Tern (CLT), and the accommodations being included the plan for a tern colony. But there’s a new bird in town.

According to documents released with the impact report, “evidence suggests that the western snowy plover may visit the surrounding area sporadically as a foraging migrant.” Should the western snowy plover re-establish itself in the vicinity, the impacts on that bird, and mitigation measures, would be the same as for the least tern.

In any event, the documents say that development impact roughly 112 acres of currently vacant land, and construction and ongoing operational activities would take place 1,800 feet from the tern colony.

Some 512 acres of land at Alameda Point would “remain undeveloped and managed for the long-term persistence and sustainability of the CLT colony with access restricted during the CLT breeding/nesting season.”

After the transfer of the land, the Department of Veterans Affairs would be responsible for obtaining all applicable permits prior to construction, responsible for the construction and operation of the facility, and for implementing environmental impact mitigation measures.
