Reader Questions Oil Tankers Tied up in Alameda

An Action Alameda News reader is questioning why crude oil tankers are permitted to tie up in Alameda after reporting another foul odor event yesterday and capturing the pictures that accompany this story.

The reader, who asked not to be named for this article, reported an ‘industrial’ smell to the Bay Area Air Quality Management District yesterday, and took pictures of a tug and barges at the Harley Marine wharf on Alameda’s north shore, not far from Target.

Harley Marine, of Spokane, Washington, also operates as Starlight Marine Services in the San Francisco Bay area.

In November, 2010, the Bay Area Air Quality Management District (BAAQMD) issued public nuisance violation notices to Starlight Marine, following complaints from Alameda residents of a pervasive odor of fuel or gas; air quality inspectors then found that the source of the odor was a lightering operation – transferring oil between vessels.

Sixty Five Roses and Bernie Briere are two tank barges registered to Harley Marine in Spokane, according to the National Oceanographic and Atmospheric Administration (NOAA) website.

According to an e-mail exchange forwarded by the reader to Action Alameda News, the air quality inspector found no oil lightering operation in progress this time, and verified pressure relief valves on the Sixty Five Roses.

Nonetheless, our reader questions why barges capable of fouling the air with hydrocarbon odors are allowed to tie-up so close to a residential area.
