Friends of the Parks Comes out from Recreation and Parks Department

For at least 3 years, a non-profit supporting Alameda parks was headed out of the City of Alameda Recreation and Parks Department building.

For at least 3 years, a non-profit organization supporting Alameda parks was headed out of the City of Alameda Recreation and Parks Department building.

For at least three years, a 501(c)3 non-profit, Friends of Alameda Park and Recreation, was headed out of the City of Alameda’s Recreation and Parks Department building at 2226 Santa Clara Avenue. Recreation and Parks Department director Dale Lillard kept the books.

Action Alameda News made the finding this week when researching a “Play for the Parks” golf tournament promoted on the City of Alameda’s website.

The city’s website says that, “Friends of the Parks Foundation is a non-profit 501 (c) (3) organization whose mission is to promote, protect and support recreation and park activities and community wellness in Alameda.”

The formal name of the organization appears to be “Friends of Alameda Park and Recreation Foundation Incorporated,” based on information available on the philanthropic tracking website GuideStar, including IRS filings.

IRS forms 990 for years 2007, 2008 and 2009 – the most recent years available – list the City of Alameda’s Recreation and Parks Department building at 2226 Santa Clara Avenue as the address for the foundation, and were signed by Dale Lillard, then-director of the Recreation and Parks Department.

The forms for 2008 and 2009 also list Alameda Mayor Marie Gilmore as an officer of the foundation.

Alex Nguyen, Assistant City Manager for the City of Alameda told Action Alameda News, “The Mayor resigned from that position years ago. The Alameda Friends of the Parks Foundation is a 501(c)3 non-profit that is a separate organization from the City. They have kept their own books since the summer of 2012. The Friends of the Parks Board Treasurer, Joe Restagno, handles all of their accounting.”

Silicon Valley Bank’s website lists Joe Restagno as a Senior Relationship Manager.

However, the flyer for the upcoming golf tournament, available from the City of Alameda website, invites donor to send checks payable to “Alameda Friends of the Parks Foundation” to the 2226 Santa Clara Avenue location, the City of Alameda Recreation and Parks Department building.

The tournament is on Monday, September 15th, at the Chuck Corica Golf Complex in Alameda. Registrations are due by September 4th.
