    There is a tendency for city staff to ignore maintenance until things are so bad this sort of thing happens. I see evidence all around town. But, hey, a massive expensive emergency operations bunker will be built–money is no object there. They could at least state why they are closing the swim centers. I suspect a deadly disease or mold.
