The decision appears to have been finalized Tuesday evening, when Riverside City Council held a special meeting to consider candidates for City Manager and City Attorney.
According to Robinson’s story, Russo will start in May with an annual salary of $295,000.
In December of 2013, then-General Manager of Alameda Municipal Power Girish Balachandran was named General Manager of Riverside Public Utilities.
Recorded video shows that, at Tuesday’s meeting, Karen Wright of Ward 3 in Riverside complained to council there that the selection process had not been transparent and had not involved the public; Riverside City Council Ward 3 representative Mike Soubirous responded that it was necessary to keep candidate names secret to protect them from retaliation from current employers.
