Action Alameda News obtained the list through a public records request.
The spreadsheet contains the names, addresses and usage information of customers that the utility has determined to be in violation of the excessive water usage penalty ordinance for the period September 1 to September 25, 2015.
The ordinance went into effect on July 1, 2015.
Excessive use is consumption of water by a single family residential customer who exceeds 80 units in one billing cycle. One unit is 748 gallons. A billing cycle is approximately 60 days, subject to variances in meter reading schedules.
The list excludes any EBMUD customers who have appealed their notice of a penalty of $2 for every excess unit of water consumed over 80 units. If those appeals are denied, those customers will appear on future reports.
Alameda residents on San Jose Avenue, Encinal Avenue, Lincoln Avenue and Briggs Avenue consumed 134 units, 103, 95 and 192 units in the September billing cycle, according to the list.
The cities of Danville, Walnut Creek and Orinda top the list with 211, 169 and 161 residents receiving penalties.

Danville, Orinda and Walnut Creek have the most EBMUD customers facing excessive water use penalties.
