The ordinance, approved by council at the beginning of this month, goes into effect today.
City staff are asking council on Tuesday to approve a $713,000 services agreement with the housing authority to administer the program, and provide $493,000 of general fund budget to fully fund it.
Council previously appropriated $220,000 to administer the program through the end of the fiscal year, June 30th.
The additional $493,000 is expected to carry the program through the end of the year; the entire balance might not be used, in which case it would be released back to the general fund.
The agreement with the housing authority provides for the creation of procedures, forms, a website and education materials to support the ordinance.
